Приходят к прокурору товарищи, говорят, что есть подозрение о том, что там-то и там-то нарушение законов, вот такие вот сведения. Прокурор подписывает ордер.
Прокурор виновен? :)
Или может ручка шариковая, которой подписан ордер? :)
