А что так однобоко:
1. Гастарбайтеры без работы идут грабить и убивать..
2. 15% сокращенных сотрудников МВД идут грабить и убивать..
...
89. ... идут грабить и убивать..
И в самом деле, ну что еще можно ждать от, например, 15% органов МВД?
